Keynote Address: Dr. Madan M. OBEROI, Director Cyber Innovation & Outreach ICPO, INTERPOL

Dr. Madan M. Oberoi is an Indian Police Service (IPS) officer of 1992 batch. He is presently deployed as Director of Cyber Innovation and Outreach in the INTERPOL Global Complex for innovation (IGCI) being set up in Singapore. He supervises two sub-directorates including ‘Strategy & Outreach’ sub-directorate and ‘Research & Innovation’ sub-directorate.

Dr. Oberoi holds a PhD in the area of cybercrime from Indian Institute of Technology (IIT), Delhi. He is a Hubert H. Humphrey Fellow (2010-2011) under Fulbright Scholarship Program in the area of "Cyber Security" from University of Washington. He also holds a Master’s Degree in ‘Management and Systems’ from IIT Delhi and another Master’s degree in Police Management.

Dr. Oberoi has worked as Inspector General of Police, Deputy Inspector General of Police and as Superintendent of Police with Central Bureau of Investigation (CBI), the Premier Federal Investigation Agency of India. He has headed CBI’s Cyber-Crime Cell and has also worked as the Head of Technical, Forensic and Coordination (TFC) Zone of Central Bureau of Investigation. He has also been involved with a number of task forces / committees working in the area of technological up gradation and was responsible for setting up a “Hi-Tech Centre for Cyber-Crime Forensic Analysis” in CBI.

Dr. Oberoi has also held many posts in Delhi Police as well. He has headed police force in three districts including Central District of New Delhi. He has also worked as head of Prime Minister’s Security Unit in Delhi Police. In his last posting with Delhi Police, he was heading their Special Cell, which is responsible for Anti-Terror Operations and also action against Organized Crime. Dr. Oberoi additionally also headed the Licensing Unit of Delhi Police.

Dr. Oberoi has served in two UN Peace Keeping Missions. He was head of the Management Information Unit of UN Mission in Bosnia and Herzegovina at Mission HQ in Sarajevo. He has also served as Head of Data Centre in Mission HQ of UN Mission in Kosovo at Pristina

Presentation 1: Datuk Dr. Mohamed Ghazali Md. Noor, Former First Director, Strategic Planning, IDB Group/ Head, IDB 1440H Vision Commission Secretariat

DATUK DR. MOHD. GHAZALI is currently the Senior Adjunct to Tindakan Strategi Sendirian Berhad (TS), Protem Chairman, IDB Alumni, Malaysia; President USC Alumni, Malaysia; Member of the Research and Development Advisory Council, National Malay Chamber of Commerce and Industry and Life Member & PTD Alumni Association. Trustee Iqra Foundation (2011), Leading the Muslim Transformation Agenda through Mindset Transformation and Economic Reengineering model of Wakaf/Waqf and Member of the National Science Act Technical Committee, Academy of Sciences Malaysia (ASM)(2012).

He joined the Malaysian Civil Service in 1973 before continuing Masters in Public Administration at the Pennsylvania State University (Penn State) in 1982-83. He holds MPA and a Ph.D. from University of Southern California, U.S.A. (1990). He has served as Deputy Director (1) Service & Career Division in the Public Service Department. Prior to his assignment as Special Assistant to the Deputy Prime Minister of Malaysia (1994-95), Dr. Ghazali had worked at INTAN where he co-pioneered the Pra JUSA Program till date. He moved up his career ladder, as the Head of the Office of Scholarship Programme, IDB based in Jeddah, Saudi Arabia (Dec. 1996) before he was appointed as the Director of Strategic Planning Office, of IDB Group in January, 2005 till 22nd July, 2009 (29th Rajab, 1430H). He retired from the IDB service on 16th December, 2009. He was Head of Secretariat to the “IDB 1440H Vision” Commission, (model upon Malaysia Vision 2020), chaired by H. E. Tun Dr. Mahathir Mohamad.

He has been bestowed with esteemed awards due to his diligence, dedication, and invaluable commitment. The awards, among others are Certificate of Merit, Outstanding Graduate Achievement by USC for Leadership, Academic Excellence and Service to the USC Community in 1989; the Public Service of Malaysia, “Excellent Service Award” in 1993; the IDB Award for Excellence in Performance (Director Category) in 2000, and he has received Knighthood Honour from both the State Government Penang and Federal Government of Malaysia. He was elected to the International WHO’s WHO of Professionals 2003-2004 Edition and Madison Who’s Who (New York).

Whilst his service with the government, he had the opportunity to represent the country in numerous international seminars, programmes, conferences and meetings, such as OIC Conference; Arab Society for Human Resource Management (ASHRM); International Institute of Islamic Thought & Civilization (ISTAC); Global Emerging Markets Summit (GEMS-2008 & GEMS-2009) in London, UK; World Islamic Economic Forum (WIEF); and National Institute of Public Administration (INTAN), Malaysia; and presented a Paper on “Turkish-Asian Partnership: New Development Alliance” during the 4th International Turkish-Asian Congress in Istanbul, Turkey in May, 2009. He was the Founding Chairman and Co-founder – Convenor of Malaysian Professional Network (MPN), which consists of Malaysian Professional Expatriates working in the Western region of Kingdom of Saudi Arabia, based in Jeddah. He was the Chairman, Malaysian Business Council, Jeddah (under MATRADE, Jeddah Office).

Presentation 2: Mr. Adli Wahid, Security Specialist, Asia Pacific Network Information Centre (APNIC)

Adli Abd Wahid is currently a Security Specialist at APNIC. He works closely with the relevant stakeholders to promote current best practices in Cyber Security. Additionally, he delivers training to network operators, law enforcement agencies and the justice sectors. Adli is also a board member of the Forum of Incident Response and Security Teams (FIRST) and participates in many security operations and intelligence sharing communities.

Prior to joining APNIC, he was Cyber Security Manager (MUFG-CERT) at the Bank of Tokyo-Mitsubishi UFJ (2012-2013), the VP of Response Services Division and Head of Malaysia CERT at CyberSecurity Malaysia (2006 – 2012) and lecturer at the International Islamic University Malaysia (1998 – 2006)

Moderator: Mr. Mohamed M.K. Elhaj, Deputy Director, Sudan CERT

Mr. Elhaj holds BSc and MSc degrees in Computer Engineering from Near East University (Turkey) and now he is doing a Ph.D in Network Security field in Electrical and Electronic Department at Sudan University of Science and Technology.

Mr. Elhaj is now working for the National Telecommunications Corporation, the Telecommunication Regulatory Authority body in Sudan, as Head of Information Networks Department, and Deputy of Director for the Sudan Computer Emergency Response Team (Sudan-CERT).

Mr. Elhaj is a project manager for a number of National projects like National Security Awareness project, Sudan Internet Exchange Point project, National Sudanese Information Infrastructure Protection Project and National Web Filtering Project. He is also member of a number of high level committees such as Sudanese Security Standardization Committee, Sudan CERT higher Committee and COMESA Advisory Group.

Mr. Elhaj is Vice Chairman of ITU Study Group 17 (Security) since October 2008 and he is appointed as a Mentor for the Developing Countries in Security Standardization and represented the group in many workshops and seminars in Africa and Middle East.

Speaker 1: Mr. Wong Kang Yeong (CISA, CISSP), Senior Regional Sales Manager, Dell Software

Wong Kang Yeong is the Senior Regional Sales Manager for Dell Software. He has brought with him more than 14 years of experience in the Network Security industry.
Wong, a security specialist in his area of expertise has extensive knowledge on security having served diverse roles from consulting, auditing, solution design and sales. Having helped many enterprises with their network security challenges, Wong has rich experience in consulting and designing solutions.

Prior to joining Dell Software, he has served several multinational companies including Datacraft Singapore Pte. Ltd., NCS Pte. Ltd. and CSA Singapore. He holds a B.ENG (Hons) in Computer Engineering from University of Sheffield, United Kingdom

Speaker 2: Mr. Chee Peng Lee, Managing Director, Open Technology Real Services (OTRS)

CP has expanded his horizon with OTRS AG for an Open Source solution, and his is one of the directors of OTRS Malaysia since 2011. He has built the connection for promoting OTRS software and professional services to the Government-Link-Organization (GLC), Multi-National Corporate (MNC) and local institution & universities.

To provide leadership and building up the competitive advantage for OTRS Malaysia and SEA region.

Currently, CP is responsible for the SEA - South East Asian to introduce OTRS products & services to the respective market. Moreover, he is working closely OTRS HK for join project and to monitor the allocation of resources for the Asian region.

Speaker 3: Mr. Wan Md Azwan Wan Muhammad, Senior Technology Strategist, Microsoft (Brunei) Sdn Bhd

Azwan has more than 12 years of experience in the IT industries spanning from various industries including construction, entertainment, manufacturing, consumer products and public accounting firms. For the past 7 years, he has spent his time as a Senior Technology Strategist for Public Sector in Microsoft Malaysia before deciding to join the Microsoft Brunei. His charter in Microsoft is to provide technical leadership in driving towards transformation in government projects. Apart from that, he is also responsible in driving the Cloud and Security for Microsoft in Brunei. Prior to Microsoft, he has been engage for project in MNC and GLC in Malaysia such as DHL Asia Pacific, Telekom Malaysia and Talisman. Azwan hold a Bachelor Degree in Computer Science from University of Science, Malaysia.

Moderator: Mr Abdul Hakeem Ajijola, Chairman, Consultancy Support Services (CS2) Limited

Abdul-Hakeem Ajijola (AhA) is the Executive Chairman, Consultancy Support Services (CS2) Ltd., an Information Communication Technology (ICT)/ Cyber Security, Organization Effectiveness Consultancy Firm.

Prior to this, he was the Senior Special Assistant Innovation and Technology to the National Security Adviser (NSA) to the President and Commander-in-Chief, Federal Republic of Nigeria.  Before his national assignment, he founded and was the CEO of Digital Information Systems Company (DISC) Limited, 1988-2000, a pioneer ICT firm in Nigeria. From 1985-1988, he worked with the National Geographic Society (NGS) in Washington DC. Being the patriot that he is, he decided to come home and contribute to Innovation in Africa. He has served on several presidential, international and technical committees.

He acquired his education in Europe 1969-1972, Africa 1974-1981 and North America 1981-1985.

Speaker 1: Mr. Jonghyun Joseph Kim, Chief Forensic Analyst, Duzon Forensic Center, Duzon

Joseph is a chief forensic analyst at Duzon Forensic Center since 2008. He analyzes IT security incidents and data breach cases. He studied master course in information security and digital forensics at Korea University. Prior to join Duzon, he managed large IT network infrastructure of leading financial firm and Telco in Korea. He is a digital forensic evangelist for developing country in ODA program in Korea. Currently, he is interested in digital profiling and visualization of user activities.

Speaker 2: Mr. Alan Yeow, Country Manager, Malaysia - FireEye

Alan Yeow is FireEye Malaysia’s Country Manager where he leads an elite team in enhancing the security framework and building competency for governments, large enterprises and SMEs. Together with his team, they help organizations address today’s threat landscape and uncover cyber-attacks which are affecting organizations around the world. Works closely with key organizations in the region and Malaysia to shape the policy, framework and security controls to address advanced cyber-attacks in areas of espionage, cyber war, incident response and forensics with objective of reducing time to detect and time to fix and mitigate threats.

Prior to joining FireEye, he ran the Security practice for a one of the leading NASDAQ listed high tech company and has been employed across principal, distribution and reseller supply chain. He was also managing regional business for one of the leading security provider in APAC, setting up business and operations in Middle East, South Asia and South East Asia. He brings with him more than 15 years of experience and holds a Bachelor’s Degree in Computer Science and is certified with various technical disciplines including Certified Information Systems Security Professional (CISSP).

Speaker 3: Mr. Gunther Mull, Chief Executive Officer, Dermalog Identification Systems GmbH

Born 1953 in Celle, Germany. After high school and studies of Human Biology in Hamburg, Germany, Gunther Mull was working for several years as assistant professor, lecturer and school book author in the field of human biology and statistics. During that time he has developed and patented several new technologies for fingerprint identification. In 1995 he founded the company “DERMALOG Identification Systems GmbH” in Hamburg and is it´s CEO since then. With DERMALOG Gunther Mull has developed leading innovations in the field of Biometrics for identification and data security. DERMALOG has a technical office in Kuala Lumpur, Malaysia and has successfully done several large-scale installations for the government in Brunei, together with ITPSS Sdn.Bhd.

Speaker 1: Paul J.S. Oliveria, Technical Communications Manager, TrendLabs, Trend Micro Inc.

Paul Oliveria is a Security Focus Lead in the Core Tech Marketing team in TrendLabs, the Global Technical Support and R&D Center of Trend Micro. He coordinates with Trend Micro researchers, experts, and other stakeholders in identifying new and notable trends and changes in the threat landscape.

He is a contributor in the Trend Micro Security Intelligence Blog, and has been quoted several times in news publications. He’s also been invited to several local and international speaking engagements to talk to customers and partners about the changing threat landscape.

Paul is a Microsoft Certified Professional. He graduated from the Ateneo de Manila University with a degree in Management Information Systems. He has been with Trend Micro since 2004.

Speaker 2: Mr. Shakeel Tufail, CEO, SecureNinja (USA)

Shakeel Tufail is the Chief Ninja (CEO) of SecureNinja with over  20 years of computer industry-related experience. His past employers include Federal Practice Director for HP Enterprise Security Solutions, Deputy Program Manager for the Pentagon Security Operations Center (SOC), DEA, Dept of Treasury, Fortify Software, Cigital, Electric On-Ramp, CompUSA, and America Online. 

Mr. Tufail’s tactical security experience ranges a wide spectrum including Risk Management, Vulnerability Assessments, Trust and Threat Modeling, Architectural Risk Analysis, Systems & Network Architecture, Penetration Testing, Application Security Testing, Forensics Investigation, Incident Response, Disaster Recovery, Business Continuity Planning, Certification and Accreditation, CVE, CWE, CAPEC, US-CERT and Ethical Hacking and Countermeasures.

Mr. Tufail has performed numerous software security assessments and penetration testing on various enterprise applications for commercial, government & military customers. This involved teams conducting in-depth application risk assessments for large, mission-critical software systems. These assessments involved interviews with key stakeholders, collection of quality and security metrics, architectural risk analysis, artifact analysis, secure code review, application penetration testing, risk analysis and mitigation planning.

Mr. Tufail has spoken at numerous conferences across the globe and holds over 30 industry certifications such as CISSP, CEH, ECSA, CHFI, MCITP, MCSE, MCSD, CCNA, Security+, Network+, & Project+, and is a member of OWASP, ISACA, ISSA, and IEEE.

Speaker 3: Dr. Aswami Fadillah Mohd Ariffin, Vice President – Cyber Security Responsive Services, CyberSecurity Malaysia

Dr Aswami Ariffin specializes in digital forensics (PhD) and previously was a GIAC Certified Forensic Analyst (GCFA) and Certified Wireless Security Professional (CWSP). He had attended various digital forensics trainings such as SANS System Forensics, Investigation and Response in Australia, multimedia forensics in the United Kingdom and United States and also data recovery in South Korea.

He has experience in handling computer crimes and computer related crimes with various law enforcement agencies/regulatory bodies in Malaysia and overseas (recognized as an expert by New South Wales Police Force, Australia). He had managed more than 2000 digital forensic investigations and provided expert testimonies/coordination in Malaysia High Court and Royal Commission of Inquiry.

Dr Aswami is active in research and one of his papers entitled "Data Recovery From Proprietary-Formatted Files CCTV Hard Disks" was accepted for publication and presentation at the 2013 Ninth Annual IFIP WG 11.9 International Conference on Digital Forensics, USA. He was also involved as a committee member of digital forensics program of the prestigious International Conference on Availability, Reliability and Security (ARES 2012 and 2013).

Due to his immense contribution in combating cyber crimes and developing CyberSecurity Malaysia's digital forensics capabilities, Dr Aswami was awarded ISLA (Information Security Leadership Award) in 2009 by ISC2, USA. The Attorney General Chambers of Malaysia and Royal Malaysia Police had also issued a commendation letter and certificate of appreciation to him.

Currently, Dr Aswami is Vice President – Cyber Security Responsive Services at CyberSecurity Malaysia. He provides input on strategic direction, technical leadership and marketing strategy for CyberSecurity Malaysia security operations and research - Digital Forensics Department (Cyber CSI) and Malaysia Computer Emergency Response Team (MyCERT- Cyber999).

Moderator: Mr. Wajdi Alquliti, Director of IT Department and Chief of Information Officer (CIO) at Organization of Islamic Cooperation (OIC)

Mr. Wajdi Homaid Alquliti is currently the Director of IT Department, Chief Information Officer (CIO) and Chief Knowledge Officer (CKO) at the Organization of Islamic Cooperation (OIC) in Jeddah, KSA. Since July 2010, Mr. Alquliti has been responsible for the ICT systems, Information Security, Knowledge Management, infrastructure, ICT International Conferences and support services of the OIC General Secretariat and its offices.

Before joining OIC, Mr. Alquliti held the post of Senior Information Technology & Security Consultant at the Royal Embassy of Saudi Arabia at Washington D.C, USA from 2004 to 2010. Mr. Alquliti also served as Computer and Telecommunications Security Supervisor at the Ministry of Defense and Civil Aviation from 1992 to 2004.

Mr. Alquliti holds Master Degree of Science, in Information & Telecommunications Systems from the Johns Hopkins University, Baltimore, USA. He is also holds a Post Graduate certificate in Information Security Management from University of Virginia, USA and a Post Graduate Certificate in Communication for Professional Success from Gorge Mason University in Fairfax, Virginia.

Mr. Al Quliti is also a Part-Time professor at Effat University in Jeddah and Advisor member in Engineering School for Annual Curriculum Program Committee. In addition, he is OIC’s permanent observer to the Internet Corporation for Assigned Names and Numbers (ICANN)

He has also attended annual conferences and various sessions worldwide on networks, security, Information system management, Economics, Internet Terrorisms, and international policies and diplomacy. He is the owner of the copyrighted theory awarded in 2008 [Explanatory Text; graphic depiction of refined Framework for Enterprise Architecture] under Registration Number [TXu 1-648-324] in the United States of America.

Furthermore, Mr. Wajdi has always been very active in the fields of his specialization; Information Technology, Project Management, Telecommunication Project Management, Information Security Management, Risk Analysis and assessment, Coaching, lecturing, and International Relation. Mr.Al Qulaiti has published many publications in the OIC Journal and other media outlets.

Panelist 1: Ms. Yurie Ito, Chair, Asia Pacific Computer Emergency Response Team (APCERT)

Yurie Ito is a Director of Global Coordination Division for the Japan Computer Emergency Response Team Coordination Center (JPCERT/CC). She has previously served 7 years as Technical Director for the organization and also served ICANN as a Director of Global Security Programs from 2009-2011. She has led a number of international collaborative efforts and currently serves as the Chair of the Asia Pacific Computer Emergency Response Team (APCERT). She has been an active member of the Forum of Incident Response and Security Teams (FIRST), and served as a Board Member of FIRST for 6 years from 2004-2010. Her Master's thesis at the Fletcher School of Law and Diplomacy, Tufts University, was on Managing Global Cyber Health and Security through Risk Reduction.

Panelist 2: Engr. Badar Ali Said Al-Salehi, Chair, Organisation of Islamic Cooperation – Computer Emergency Response Team (OIC-CERT)

Engr. Badar Ali Said Al-Salehi is OIC-CERT Chair since 2013. Also, he is the Director General of Oman National CERT which is one of the e-Oman national initiatives aiming at addressing cyber security risks, building local cyber security capabilities within the sultanate of Oman, building cyber security awareness amongst public and private sector organizations, critical national infrastructure and key industries as well as within the general public and ICT users.

He joined ITA at the early establishment of this Authority in 2006 and since then he has been working in different national information security and critical infrastructure related projects. He is representing ITA /Oman National CERT by being a member of different regional and international forums and committees including GCC CERT and OIC-CERT and he is the Oman CERT representative for the Forum of incident response and security team (FIRST).

Before joining ITA, Mr. Al-Salehi was the in charge of the IT operation as his last role at the Sultan Qaboos University Hospital looking after the IT networks and applications infrastructure and information security for the critical health care and information systems in the hospital.

Prior to that, he was working for the Municipality of Muscat looking after the network and information security. He has initiated and introduced the first project in Oman for implementing an information Security management system (ISMS) as per the standard (BS7799) in 2002 for the municipality.

He holds a BEng degree in computer systems engineering from the University of Kent in the UK. He is also is a certified information security manager (CISM), certified ethical hacker (CEH), certified Microsoft system engineer (MCSE), certified Microsoft system administrator (MCSA) and certified Microsoft professional (MCP).

He has been also participating in several Information security conferences, workshops, trainings including disaster recovery, business continuity, change management, Incident management and creation of national CERTs/CSIRTs etc.

Panelist 3:  Mr. Henry Ong, SE Manager – ASEAN, CISCO

Mr. Henry Ong brings with him more than 17 years of experience in the Information Security industry. He has vast experiences across a broad range of industries and businesses, providing invaluable technical expertise in the sales cycle.

He is currently a SE Manager at Cisco, leading the ASEAN Consulting SE team to drive Security sales by supporting the technical needs of customers and channel partners. He came on board of Cisco via the acquisition of Sourcefire in 2013. In his 7 years’ role as the Regional SE Director for Sourcefire, Henry was involved in numerous successful design and implementation of security solutions for many large enterprises in the ASEAN and North Asia regions.

Prior to Sourcefire, he had served as the SE Manager for Cipher Trust (acquired by Secure Computing Corp), responsible for managing the Security Engineering team for the Asia Pacific Japan (APJ) region. He had also served as a Technical Consultant for Juniper Networks via the acquisition of NetScreen Technologies. During his 4 years at NetScreen, he was responsible for the pre-sales engineering requirements of customers throughout ASEAN. This involves the design, implementation and management of technologies such as Firewall, VPN, IDP, SSL and security strategies.

Before joining NetScreen, Henry headed up the Security Services Department in a Singapore-based System Integrator and consultancy company where he worked with customers and channel partners in the designing, building and managing of secure networks infrastructure

Panelist 4: Mr. Douglas Iskandar Binyamin Brown, Executive Director, Advisory, BDO

With over 20 years experience, Iskandar is an expert in the role of Governance, Risk management and Compliance (GRC) to extend the business performance and security of an organisation. Iskandar has assisted a number of regional and global institutions in technology engagements to control cost, improve productivity and reduce risk. He also assisted risk and compliance functions of financial services and critical infrastructure industries to implement continuous monitoring capability.
